Versionless - FeatureManager check if environment variable PREFERRED_PLATFORM_VERSIONS changes #28333

In FeatureManager.java, near line 1469, check the "PREFERRED_PLATFORM_VERSIONS" environment variable to see if it has changed. If it has, then we need to resolve features.
