Open Liberty Publish needs more automation

Currently the build output needs to be manually massaged, and maven pom files manually created to publish zip to maven central.

Also - The downloads are also manually ftp to staging server.

Requirements:

• builds to auto generate the pom files for zips
• script needed to automate uploading zip to website staging (point to any build).
