Update Liberty Kernel to use OSGi R7 implementations

The OSGi R7 core and compendium specification has been released for a while now. It is time to upgrade the OSGi specification implementations in Liberty to the latest specification levels. This includes the following:

• org.eclipse.osgi - Equinox Framework implementation
• org.eclipse.equinox.region - Equinox Regions (not an OSGi spec but should be updated when org.eclipse.osgi is)
• org.eclipse.equinox.metatype - Metatype Service implementation
• org.eclipse.equinox.coordinator - Coordinator Service implementation
• org.apache.felix.scr - Felix SCR implementation (declarative services)
• com.ibm.ws.logging.osgi - Log Service implementation
• com.ibm.ws.config.* - Config Admin implementation
• com.ibm.ws.event - Event Admin implementation
