Infrastructure to build various language versions of pages from ol.io repo, likely jekyll plugin (necessary for /guides, header & footer) (hard prereq for anything, dependent heavily on jekyll plugin functionality and how much it aligns with what we want. Homegrown solution 4pw) Size: 2.5pw (4pw for homegrown solution)
