Add liberty version and resource links #58

Added the Liberty runtime version to the header. Added title. Added button/link to Jakarta EE guides. Added resource section with links.

I'll add _blank to the guides links as part of another PR I'm doing to harden /system/properties, and add junit tests for it. As for the SVGs, I lifted the PNGs from the Open Liberty splash/welcome page (which is not available in the sample since the sample is mapped to /). I'm not that concerned regarding the size of the PNGs since all of them combined totals ~80KB (and SVGs are not always smaller, it depends on the image/graphic)
