Prototype Universe Discovery in the Web UI #680

The newest working draft for E1.31 added a universe discovery option. We've been asked to show a prototype at a show in the future.

You can do this via the command line already with ola_e131 --discovery, that access needs to be added to the http server, exposed via the http api and then shown on the web gui.

I remembered I wrote a Qt UI for this a while back: https://github.com/nomis52/sACNDiscovery

So we may not need this, I'll check with Maya.
