ACK_TIMER messages should be passed through the stack so controllers don't time out the messages.

The RDM-TRI interface has a special method for discovering the ack timer value so we need to fetch this and create an RDMResponse to send back.

The CLI tools should also be updates to indicate the expected time to the user.
