PR adds feature to add custom tags.
user can upload images even with just custom tags.
validations for custom tags
- minimum 3 and max 100 characters
- maximum of 3 custom tags can be added
- custom tags should be unique
add custom tags to previous tags list
added translations for errors.

Works great, only improvement needed is how we display any errors
