Summary of Issue

GASP had the ability to include a temperature delta in its mission analysis for a hot day, which was especially useful for acoustic missions. We should add this ability to Aviary.

The standard atmosphere component can be upgraded with correction factors for an arbitrary temperature delta. We can host our own version of that component, but that upgrade might want to get rolled into the dymos side
