Shooting improvements #245

Summary

adding descent estimation as a submodel for better integration making the phase_info more similar between collocation and shooting other cleanup and unification

Waiting to merge until OpenMDAO 3.33.0 is released, so that the temporary fixes can be cleaned up as part of this PR

test_ubuntu (oldest, 3.9, 1.20, 1.6, v2.9.1, 7.7, 3.31.0, 1.8.0) will need to be updated in the required tests to use 3.33.0 for OM version
