Make the README in the HDL folder more than nothing.

Very helpful - only thing I'd add is a mention of what has to be installed during Vivado setup.

This is the idea for the website, I felt this README is a bit too short, but perhaps I can add it. Bottom line is that probably either the full Vitis OR Vivado labs will do. Basically you can do everything without using xsct, and in the meta-zynq-tools repo we are using a version of xsct that is standalone. Something that could also be explored for this repo.

Would be nice if someone could verify this using Vivado Lab Edition 2022.2 @dcstraney @LincolnCB.
