[Feature] html version with tex4ht #188

Uses tex4ht to generate a htmlversion of the tutorial. https://abibuilder.informatik.uni-tuebingen.de/jenkins/view/OpenMS/job/openms/job/tutorial/job/texOnPush/ws/Handout/handout.html

switches to minted instead of listings (require python and pygments for highlighting though).
adds bounding boxes for pictures. needed for correctly applying textwidth percentages in HTML. needs to be done for new pics (run ebb -x $file)
includes quite some custom functions, configs and css for nice styling.
includes gallery view for figures on click

TODO:

[X] error with folder paths and special keys like Shift with the menukeys package
[] TOC floating on the side?
[] loading times. It has 18MB. we might need to include thumbnails or split into multiple pages (if possible?)
[] fix the code blocks (remove trailing spaces and other stuff)
[] find a way to move the SVGs for the little Tikz graphics into a separate folder.
