initialize visualization repo #54

[x] create repo e.g. OpenMS/pyopenms-vis
[ ] define schema for input dataframes (peak maps, feature maps, chromatograms)
[x] plot for MS spectrum
[x] plot for chromatogram

@jcharkow and Justin will initialize repo and base structure
