By pulling WorkspaceManager.js in, the WebGUI again is working for me.

Actually you're not pulling it in. By uncommenting it the php script won't add it. But it's probably already added before by some other script so it still will work. So this is not the solution.

They issue that the class don't exist most often occurs when the class fails to instantiate. Does the log in the browser say anything else?
