Mastery Point system #1373

This lays the groundwork for Post Max HP building. Depending on the setting, players who tougher past max hp will get training points or the new Mastery Points, which replace the tougher chance bar / xp bar (since you can't gain toughers anymore) and can, in the future, be spent on new specialized skills, powerful abilities, and character optimizations. (All optional behind settings for the server operator of course). Comes with a new icon of a black ankh surrounded by power.

The intention here will be that mastery points can also come from participating in arenas, events, quests, and high level content.

A few examples of what someone might do with this - Let's say you're done building your HP and you are WC/Kraan/faren/qor. You do quests and participate in events and build up 800 Mastery points. You then buy access to a specialized skill, Flame Dash, which costs 800 Mastery points. It's Faren 4/WC 4, but it was not available during normal building, and requires Mastery points to improve rather than training points. Additionally, buying Flame Dash precludes you from buying Lightning Strike, Faren 6/Kraanan 5, because the two teachers don't like each other. In this manner, we achieve specialized choices that set your character apart.

Or, content creators and server operators can go deeper, such as offering choices of bonuses. 1000 Mastery points may buy you Option A, a permanent +5% resistance to each of the four main elements, but only once, and you can't get options B, C, or D afterward.

However you choose to expand or employ this system, the emphasis should be gaining Mastery points based on participation and fun, not just extending the grind. I'll be building one potential system that can be enabled or disabled by setting.
