Description

Fixing the bazel build, which currently is broken on the dev branch.

Fixed platform specific build
Pinned Bazel version to upstream DP Lib version
Load DP Lib upstream dependencies first to use their latest version of dependencies

Affected Dependencies

None

How has this been tested?

ran bazelisk build ... under Linux
