link fmi4c library to OMSimulator #1193

Purpose

This PR links fmi4c with OMSimulator and possibly should replace fmilib when all the API are adapted according to fmi4c and when all the tests are passed

TODO

[x] integrate fmi4c API in OMSimulator
[x] all the tests in testsuite should work with fmi4c
