Chunk loader turtle #82

Thermal Expansion 3.0 has been released, but it is incompatible with the any version of MiscPeripherals by RichardG. It would be nice if OpenPeripherals added in Chunk Loader Turtles.

Of course its incompatible with MiscBugs. @mikeemoo has the final say in this, but I don't see any problem with adding it, esp given that RichardG seems to have no plans on working on MP ever again.
