Customize instance SEO/meta tags for Legislature

Some link preview/meta language appears optimized for local government, not state legislature application.

e.g. preview showing up in Slack is

Council Data Project | Montana State Legislature – Searchable city council videos, transcripts, voting records, and legislation. City council videos, transcripts, voting records, and legislation all searchable under a single website.

Task: Update appropriate tags to replace "city council" w/ appropriate phrasing.

I think the right way to do this may be editing the template HTML in /montana-legislature-council-data-project/web/public/index.html
