fix: Update dependencies and build with Java 17 #12

Bump OpenNMS Plugin API dependencies to 1.6.0 and also other old dependencies to a current version. Especially the log4j with its security issues in 2.13.0. I have migrated to a free GitHub actions runner which is absolutely sufficient for building the plugin.
