Windows log watcher still doesn't pick up new entries until kicked externally #38

Observed on a server running Windows Server 2012 R2. Though it has a recent build with the "kicker" thread enabled, the log content didn't appear until I ran an agent that listed the files in that directory.

I haven't seen this in a while, though I wouldn't be surprised if it's still there. I'll leave this issue open in case it shows up again.
