It's entirely legal for apps to be mounted at "/", but that's not properly accounted for currently. There are a few main places where this will matter:
In the Notes UI, the ContextRoot field should either translate out a leading "/" or consistently translate one in, and then views should account for this
Any configuration reading should account for whatever the above ends up being
Reverse proxies should either not handle such apps (and perhaps IncludeInReverseProxy should be disallowed in this case) or there should be an option to distinguish the proxy context path from the in-app one
