Get rights to the pypi and readthedocs pages #8

I think it'd be worth it contacting @lunaryorn to get credentials/any more recent source so this repo can become canonical.

The RTD page is under our group now. It had been completely deleted so we were able to restore it.

The owner of the PyPI page is now 'sdirector'. I'm not sure who that is or how to make contact.

It seems that sdirector is @emonty. Email (public in GitHub) is mordred@inaugust.com.

I contacted @emonty and he agreed to let us have access to the PyPI page. Thanks!

The plan now will be to (re)update setup.py and the URLs and installation instructions to drop the 'nti' prefix and then publish to PyPI.

Once that's done I'll create and publish a tiny stub for nti.sphinxcontrib-programoutput that's nothing but a dependency on sphinxcontrib-programoutput.

We may also want to drop a note over on https://github.com/Pylons/pyramid/issues/2803 to let those interested parties know that someone is paying attention to sc-po again.

Ok, I've uploaded sphinxcontrib-programoutput 0.10 and nti.sphinxcontrib-programoutput 0.10 which just has a dependency on sphinxcontrib-programoutput.
