interface configuration deleted when iface method = skip #15

There is an option to skip creating a network configuration via {IFACE}_METHOD=SKIP. But the manual configuration is deleted, too.

This issue has been solved for deb and rpm based distros, alpine is still impacted by this.

alpine fix will be addressed in a separate issue, probably involving some rewrite of the network code.
