After upgrade from 6.6 to 6.8 Scheduled Actions doesn't work

Description Some Scheduled Action attributes which were optional in 6.6 release are now mandatory in 6.8. The migrator doesn't add optional attributes and reading Scheduled Action from DB fails with message: NebulaLog::error("SCH", "Unable to create ScheduledAction from xml");

To Reproduce Create VM and repeated Scheduled Action in OpenNebula 6.6. Upgrade OpenNebula to 6.8 Try to update the Scheduled Action with onevm sched-update. Or if it's time for Scheduled Action execution see error messages in the oned.log

It seems the solution is not complete. Some Scheduled Actions (SA) are still not migrated successfully, candidates:

• non-periodic SA
• SA which hasn't been executed yet
