Description

To Reproduce

• Create user
• Deploy VM as regular user
• Poweroff VM
• Attach disk to powered off VM The values for user/group quotas for RUNNING_VMS, RUNNING_CPU, RUNNING_MEMORY have negative numbers

Expected behavior Correct user quotas
