Conditional ring bonus #9

Added "Kaze-do Fighter" and changes "Student of HItsu-do" to include the new tag "Modifier".

This tag is implemented in branches on both DAL and L5RCM. The branch name is the same as this one, "conditional-ring-bonus".

To tell the truth, I do like the new <Modifier> tag, and in the future I want to re-consider it. I suggest you file a new Issue to keep the discussion open. In the mean time can you please do another pull request without the tag?

Added two new pull requests: one for "kaze-do" and another for "hitsu-do". Added a new issue.
