Specify snakemake re-run triggers #19

Currently uses the default triggers for re-running steps: {mtime,params,input,software-env,code}. It would be great to be able to input which ones we want to use, e.g. in case some files were manually generated outside the pipeline.

@skchronicles we probably should add this feature into baseline to allow for control of triggers across all snakemake pipelines
