Units setting: millimeters & inches

Please, add possibility use global system units as millimeters or inches in OOMapper maps (by switching in "General" settings dialog or in "Georeferencing" dialog). This must give effect for "Symbol settings" dialog and "Measure" dialog too.

Think there two possible hints:

• 1) in OMAP file all units still be in mm, but OOMapper would recalculate them only for showing in inches inside program.
• 2) add "units" tag in "georeferencing" tag inside OMAP format specification, something like:
  • for inches - georeferencing scale ="5000" units="inch"
  • for millimeters - georeferencing scale ="5000" units="mm"

• [ ] Add and use a setting for the general unit of measurement (symbol dimensions, paper size and coordinates etc.)
• [ ] Add and use a separate setting for the CRS's unit of measurement ("projected coordinates")

Note that JOSM has even four systems of measurement now: metric, imperial, Chinese, and nautical mile...

So, if possible, add all 4 system measurements to OOMapper too.

As for me, imperial system very common in topography (https://github.com/OpenOrienteering/mapper/issues/694) and I hope you implement it as soon as it possible.
