This is a dilemma which is not easy to solve...
In ISOM2017 spot color printing, Brown is to be printed before Blue and Black, and Green even before Brown. In terms of Mapper symbols,
The paved area, made of Brown and Black, is yet another story. For convenience (e.g. a road crossing a water channel), it is opaque above Blue at the moment, not overprinting. That's why it doesn't work as in the first claim.
It might be acceptable to have at least the brown infill below Blue, which makes it possible to move the 50% Brown below the 100% tone for contours. So as a test, move "Brown 50%" just below "Brown". This satisfies the first claim. However, it will require extra work for roads through broken ground (avoided by an extra color for contours) or through marshes (not possible to avoid IMO). And you will also have to move down the "Black below light browns" (used for road borders), which will now also be overprinted by Brown and Blue...
As I read the "IOF Map Specifications Printing And Colour Definitions A4 2021" color order table, blue point and line symbols are above brown line symbols and also above brown road infill. Blue area symbols are below brown. So, the marsh should be below the road (including the black border) and the stream should be above.
Green, blue and brown 100% point symbols are above pretty much everything, including contours (satisfying 2).
