I believe there is a need for signature (0:1) on transportation status it self in case there is no events involved. receiverParty/cac:PartyLegalEndity shout NOT be optional

You are completly right, I made a mistake here: PartyLegalEntity shall be mandatory

we need to solve two issues:

• [x] do we need signature on transportation status itself?
• [x] shall person under signature under transport event be mandatory?

[agrindst]

will create an own issue about wheter to only have signature under transport event or not.

• [x] Please also change Person to mandatory, under signature under transport event
