Remove PreCarriageShipmentStage & OnCarriageShipmentStage​ ​

When using Transport Execution Plan Request, the sender party doesn’t really care (or know) the separation into different shipment stages. They send a request booking a transport from A to B, and does not take a position on the separation into main carriage, pre carriage and on carriage. We therefore suggest to remove PreCarriageShipmentStage and OnCarriageShipmentStage from Consignment in Transportation Execution Plan Request, and only keep the MainCarriageShipmentStage.

Will be discussed in project group.

Suggested decisions:

• Keep MainCarriageShipmentStage.​
• Remove PreCarriageShipmentStage​
• Remove OnCarriageShipmentStage
