Multiple consignments in one booking #42

Consigment is currently [1..1], in other words there can only be one consignment in one booking.​ Do we want to be able to specify more than one consignment in one booking?

This will be discussed in Project group.

The PG, on the 29th of March, suggested keeping it as is, that there should be only one consignment in one booking.
