both Location and Period under RequestedPickupTransportEvent under consignment should be optional, however when one is optional the other should be mandatory.

I don't think that you have minuted this right. I remember that it was either RequestedPickupTransportEvent or the RequestedDeliveryTransportEvent that should be present.
