The procurement project identifier is mandatory in the pre award catalogue, and is given in
/Catalogue/cac:ReferencedContract/cac:ContractDocumentReference/cbc:ID.
In the documentation from BII, also a "regular" contract id is allowed, using element
/Catalogue/cac:ReferencedContract/cbc:ID.
As this is a pre award catalogue, there is no need to have a contract number? Element should be set to not used in PEPPOL. Also assess the need for the corresponding issue date element.
