Add rule to ensure sellers item identifier exists when using Component related item #31

In the PreAward Catalogue, Sellers item identifier is not mandatory, as suppliers might not have the identifier when the PreAward Catalogue is sent. However, to align with the PostAward Catalogue, Component Related Items use Sellers item identifier as reference, and hence a new rule is needed so that when cac:CatalogueLine/cac:ComponentRelatedItem is present in the instance, all the items/lines shall specify cac:CatalogueLine/cac:Item/cac:SellersItemIdentification/cbc:ID
