Suggestion for new rules

[x] A party identifier MUST have a schemeID attribute
[x] An endpoint identifier MUST have a schemeID attribute
[x] If AllowanceCharge is used, charge indicator, reason and amount MUST all be present
[x] If Certificate is used, item label type and item label name MUST be present
[x] If Certificate is used, item label issuer party name MUST be sent
[x] All quantities MUST have a unitCode
[x] A Catalogue line MUST have an orderable indicator
[x] If orderable indicator is true, orderable unit must be present

Additional rule needed:

[x] "A pre award catalogue party, must have either the party identification or party name, or both"

[x] PackLevelCode must be from the subset of GS1 7009 code list (https://vefa.difi.no/ehf/codelist/packagelevel/)
[x] PackLevelCode/@listID must be "GS17009:PEPPOL"

[ ] A price validity period must be within the catalogue line validity period, if it exists.
