HI Alex,

This is ready to be merged if you agree.

This is a complete re-write of the existing project to provide a better foundation for PIV processing. As such, it's split into a core library and some examples, with the processexample providing basic FFT cross correlation.

The original code was moved to legacy/ for reference if needed.
