For some reason, I did not get notified of this pull request or even the @ tag. However, I did a quick run through the files and it looks like what I mean about flags. I'll have a deeper look on Thursday or Sunday.

you're right. as you can see, it's not yet a full release. when we all close the issues, we'll move to 0.25.0 release
