d03_dedupe_factions.py doesn't generate a needed file #26

Hi,

the file d03_dedupe_factions is empty, but d05_enhance_factions.py seems to need a file named 'data/03_deduped/factions.json' which is available in this repository, but not generated by any of its steps.

How to generate it while d03_dedupe_factions.py is in development?
