What if, when locked onto a target with dumb missiles selected, a faint red box appeared where you'd need to fire the missile to hit the target (assuming their course stayed the same)?
While this might sound powerful, players do change course a lot, so you'd still have to take someone unaware. This would also keep dumb missiles from feeling useless—at present I've never played a game where I've hit someone with one. Would also provide an interesting counterpoint to laser shots, which are abundant enough to spam at someone.
