Open Parsec Master Server doesn't exist. #6

So, even though the client and server code seem to implement this, there currently is no actual master server code. I have some ideas and will be playing around with them as I have time. But this is probably not needed for a bit, so it should be ok.

Master server code is implemented to the first stage of workability. Needs a bit more work, but will function for 0.2 release. Moved to 1.0 release and will list features needed here later.

Committed to MASTER, and workable to function for now in 0.2. Closing and submitting other feature requests of the master server and it's protocol in separate tickets.
