RFW00143: Setup latest Sefaria and deploy on render (new pecha.org)

Latest Sefaria version need to be setup and deployed on render.

Context
We need to setup the latest Sefaria version and deploy on render for new pecha.org website. With our current pecha.org, there are lots of git conflict with sefaria. And also in order to use the full feature of Sefaria's new apiV3, we need to have an instance of Sefaria that is up to date with Sefaria's master branch github commit.
Outputs
On staging.pecha.org, latest Sefaria interface should be visible with database text ( of our own.)
Inputs
Github action work flow, docker compose setup, render and deployment branch link up. Finally, cleaned up database from that of Sefaria is needed.
