[RFW0051] Change Pecha.org Interface Language "HEBREW" to "TIBETAN"

Summary

This RFW is for changing "Hebrew (he)" interface language to "Tibetan (bo)"

Key Concepts

Interface Language: pecha.org interface is viewed in bi-langual (I.e currently "hebrew" and "english")

Context

Currently pecha.org supports interface languages in Hebrew and Tibetan. We need to change Hebrew interface language to "TIBETAN(bo)" all over the project both from backend and frontend.

Outputs

we aspect interface languages of pecha.org should be in "Tibetan (bo)" and "English(en)"
