Update PerpetuumServer readme to add instructions to get the layers file link #480

The current way of getting the layers file is to search in discord chat history or ask someone. It is not clear on the PerpetuumServer how this required file can be accessed. Goal: Add instruction with the google drive link for at least a manual installation steps.
