ppd-generator.c: Check for required attributes when choosing standard

Check for PCLm and PWG attributes which we require during PPD generation. This is not complaint with some driverless standards, because they require more attributes, but it lets us use models which don't exactly follow standards.

Thanks for this PR, too. This should catch several standards compliance issues and work around them.
