Cannot find pappl

I have configured, maked, and make installed pappl from git HEAD, but this still cannot find it:

checking for PAPPL... no
configure: error: Package requirements (pappl) were not met:

Package 'pappl', required by 'virtual:world', not found

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables PAPPL_CFLAGS
and PAPPL_LIBS to avoid the need to call pkg-config.

You need to add /usr/local/lib/pkgconfig to PKG_CONFIG_PATH
