The Newspack theme is based on the latest Gutenberg-era WordPress thinking, in line with the vision laid out here: one theme, many styles, blocks and templates. Newspack will not be about offering an unnecessary variety of themes. It will zero in on the precise visual needs of a newsroom, but still let publishers customize their site with a distinct look and layout.
The current base theme also ships with several subthemes.
Based on this enhancements in the works, I think Newspack, out of the box, will provide things like -

By building on top of Newspack, we leverage one main, or parent, theme, and five child themes. - Newspack Themes
These themes differ in a few ways — some blocks look different (like Pullquote, Dropcaps, and Separators). The header can behave differently. The visual accents can differ (like borders or shapes above/below/beside titles).
Most features, however — such as custom typography, colors and header settings — are available in all six themes.
