Adds docker compose beside our current docker compose which runs the synpress testing suite.
Also consolidate node_modules for the fullstack into one volume, manages that with yarn workspaces.
Also added in a script to ignore chmod changes in git as a utility .
After the repos are updated and this is used, you should be able to move to an 8 core machine.
