Mappers should be allowed to give a hook entity/weapon to the user, independent of the game-mode they are playing in.
Defrag implements hooks as gamemodes, and they collide very strongly with other game-modes.
Hooks should be separate entities, and their respective Closed-source Defrag's game-modes should only be implemented for back-support.
